You can increase the bits per inch in Photoshop, or something similar, but it doesn't increase the amount of information available in the file, it just creates additional bits based on those nearby. You can sometimes put whatever it is on a page in Illustrator and use it as a template to help you recreate it, but that only works for geometric shapes and identifiable fonts. If it's a corporate logo, you can sometimes find it on one of the logo sites, or, alternatively, find a pdf of a newsletter or something on line out of which you can swipe it. Place the pdf in InDesign CS2. Go back to Excel and create a column of consecutive numbers starting with your starting number. Save this as a Comma Delimited csv file. Go back to InDesign. Open Window/Automation/Data Merge. On the Data Merge palette flyout menu, go to select database and select your csv file from Excel. Put the place holder for the number where you want it on the form and create the merged document.
