I think that's a different issue, John.

Back in the day, my father was a General Practioner and then a Family
Physician when general practice became a "specialty", and he would not
only make daily house calls, but would regularly meet patients with
emergencies at his office at any time of any day or night -- there
were no off limits "days off" from that sort of thing. That type of
medicine -- right away, when you need it -- is no longer available,
hence the growth in the use of the emergency room. As for *real*
emergencies, all emergency room practice triage, which is why
non-emergency patients frequently are frequently kept waiting a long
time as opposed to the other way around. At least that's the way it's
supposed to work.
