It sounds to me that your check valve may be clogged with something what
happens on mine is fluid is transferred to the cylinder and back through a
check valve and if you have something blocking it it will stay in one
position or the other.
another thing to check is when you start up the cutter does it seem
the cutter is trying to keep bringing the clamp down? If so it may be the
eye on top that triggers the blade motion to the sensor as the blade and
clamp run off same set of relays that link once the clamp deadheads or
reaches resistance it sends the blade. The eye is located behind the
computer if you have the auto cut IE you can program the auto back gauge

Had that happen one time when the back gauge was too far forward. Clamp
came down and would not retract. I took off the back cover of the screw
and turned the pulley enough to retract the back gauge.
