I was at a seminar recently put on by a direct-mail 
marketing "expert". That's basically all she does for a 
living. Her contention is that no matter the source, we 
should expect that a rented list is going to have 20-30% bad 
names. It is simply impossible for the list companies to 
keep them more accurate due to normal movement of people.

Not certain I agree, but that's what we were told. So, your 
less than 10% return doesn't sound that bad if she's right.
