There are products available that will solidify the waste and
chemically lock in the heavy metals making the waste acceptable for
disposal in a regular landfill. Chemgon from WCM is one that I know of
but I've never used it:

Not sure if this would be any less expensive than Safety Kleen however.
But I believe that unlike film chemistry, poly plate chemistry has
very little silver in it (the silver stays on the plates). If you mix
the developer and stabilizer together to neutralize them, it's very
possible that it would now meet your local requirements for disposal
via the city sewer system.
