[PrintOwners] Surcharge for postage???

Our policy is we must have a check made out to the Postmaster before the job is delivered to the post office.  If an account wants to pay with a credit card we add 5% to the total postage cost.  WE NEVER NEVER BILL FOR POSTAGE!  NO EXCEPTIONS.
