You could certainly create a Faraday cage in your customer service 
area (or, if you prefer, your entire building). Buy copper screening, 
put a layer of it behind the walls, above the ceiling, and under the 
floor, connect it all together electrically, and ground it. The 
interior will be come a radio-signal-free zone. If you're in a weaker 
cell area anyway, you'll be able to do a "good enough" job of 
electrical sheilding with less effort. For example, you might not 
have to put screening under the floor, and you might get away with 
putting strips of screening between the studs in the walls, rather 
than behind (or in front of) the entire wall. You can also achieve 
the same effect with aluminum foil instead of copper screening, but 
it's harder to get good electrical connections, since it's hard to 
solder to aluminum foil.

Then again, you might find it easier to post a sign and threaten to 
use a large stick <g>.
